Tama HCA20 Cymbal Holder Arm.
Works great with Tama's MC8 hoop clamp (sold separately) to mount a splash off of a tom or snare.
It can also be used with other multi-clamps as long as they'll clamp down to 3/8".
Knurled solid steel arm is 10.5mm diameter and 5" long.
Cymbal arm is 7 1/4" long.
